When Bill Leeb left Industrial Dance band Skinny Puppy in 1986, he formed FLA on his own, fusing Industrial with EBM to help invent the Electro-Industrial sound.

In the 1990s, FLA grew in popularity, a trend that continued into the first decade of 2000, reaching the top 20 on a number of Billboard dance charts with various songs.
