21 District, also referred to as the “Innerwest Brotherhood,” is a gang coalition primarily consisting of suburbs with postcodes beginning with 21, such as Guildford (2161), Merrylands (2160), Blacktown (2148), Smithfield (2164), and several others. 21 District also identifies as a “music group” and, similar to ONEFOUR, asserts that they are focused on “entertainment purposes” (likely to avoid legal issues or conflicts with law enforcement), though they remain involved in the youth gang culture.
