What Nines is expressing is that within the United Kingdom, there is an initiated by the Police to stifle the growth of the grime scene. this crack down on Grime has also extended over to the Drill scene where it is a common occurrence to read of U.K. Drill artists being placed under heavy restrictions in how they release and make music which in return causes a rapper to potentially go back to the streets since legally they are being suppressed from making music.
To “Lock off” (also spelt “Lock Arff” ) means to shut down, or prevent entrance into an area or in this context, venues and performance areas.
Nines is saying, that the U.K. Drill rappers don’t want to be involved in the street life or the trafficking of narcotics but due to the over zealous suppression and oppression of the Drill Scene by police, the law is in fact further fueling the crime and violence as they(the Police) are removing avenues of activities (rapping/music) which could prevent activity in the streets. this suppression is also financially impacting these rappers as they could be making money legally through music but due to being prevented by the police, now they have to return back to the block and get back into the mix of violence, crime and legal issues.
67 just want to do their music, perform on shows and go on tour, but the police are constantly pulling them over.
Essentially, the police stand as a barrier to 67 and do not want them to succeed and leave the hood to become rich and successful by shutting down their shows and always being on their case.

“Ride” is a figure of speech which represent a mode of transportation. it usually references a 4 wheeled car, but it can be used to represent any vehicle or mode of transportation.
“Brang” is a modified version of “Bang”. to “Bang” something in this context means to fire off your gun also meaning to “Bang your Hammer” (“Hammer” being another nickname for a Gun). also, the sound of the round being discharged and pushed through the barrel makes a loud “BANG!” noise and further adds to the qualities of the item in question.
What Dimzy is saying is that he and his team have guns in the car they’re driving in and they will shoot them. he’s subtly warning any current and potential rivals that if you want war, they’re always prepared for it.
Police are constantly pestering 67 with drug charges and firearm violations, and LD is denying everything, claiming he doesn’t even know what they’re talking about.
“Strapped” is a slang term which represents or means you have a weapon concealed on your person. in this context, Nine’s is speaking of having a pistol but this can be used to represent any weapon.
With this line Nines is saying even when he’s around his Mother, and shouldn’t be in the mindset of a warrior or individual prepared for combat, he still is ready.
LD is so waved and there’s so much smoke in his lungs that he will struggle to run or get far. He is gasping for air.
