This kinda references a drill sergeant commanding a team. A drill sergeant is intense, so, people seeing him rap so intensely, leads to many of them thinking he’s on something, he’s crazy or anything like that, when he’s just passionate.
In the context of this song and of NEFFEX itself, it means that he’s calling you to take action, he’s telling you to chase your dreams and to do what you want, so you get motivated and you work for it, and eventually you produce a result.
