“Popping off tags,” in this case, refers to buying new clothes and taking off the tags. Perhaps one of his favourite hobbies, NAV has rapped about this subject before.
In the late Pop Smoke’s February 2020 track, “Wolves,” from the deluxe version of Pop’s second mixtape, Meet the Woo 2, NAV raps:

On NAV’s track, “Run It Up,” his second collaboration with Pop, which is featured on Good Intentions, he raps:

NAV name-drops former football player Brett Favre, who played as a quarterback for the Green Bay Packers and was an NFL All-Star multiple times. “Ballin'” in hip-hop music is another term for making money.
Rexdale, Ontario, where NAV grew up, is a violent Toronto neighbourhood infamous for its gang activity. He frequently refers to his hometown in his songs, contrasting his success today with the harsh conditions that surrounded him as he grew up.
This is an allusion to NAV’s track, “No Debate,” which is featured on Good Intentions.
On the track, he raps:

“No cap” is an ad-lib by NAV, which means “no lie.” This ad-lib has been used by him in multiple songs he’s featured on, such as, Mustard’s June 2019 track, “Baguettes in the Face,” the late Pop Smoke’s February 2020 track, “Wolves,” and Lil Uzi Vert’s March 2020 track, “Leaders.” Additionally, NAV has used this ad-lib in his solo songs occasionally.
XO is a Canadian record label founded by artist The Weeknd and manager Amir “Cash” Esmailian. Artists such as Belly, NAV, and Black Atlass are all signed under XO.
In this lyric, NAV expresses that he was the first brown rapper to sign to the record label back in 2016, which is a big deal because XO is well known as one of the more popular record labels in the music industry.
NAV’s career began active in July 2015, when he co-produced Drake’s single, “Back to Back,” a diss track to Meek Mill, a rival of Drake at the time. However, Meek appeared on NAV’s March 2019 track, “Tap,” from his sophomore studio album, Bad Habits.
NAV, however, had a small fanbase in January 2016, when his single, “Myself,” was unofficially released to his YouTube channel, and he saw his first taste of fame when Kylie Jenner played “Myself” on her Snapchat. He would later grow his fanbase in September 2016, after his appearance on Travis Scott’s track, “beibs in the trap,” from his sophomore studio album, Birds in the Trap Sing McKnight.
As NAV’s career kept going on, his solo songs, such as “Some Way,” “Wanted You,” “Up,” and “Call Me,” reached decent heights.
Even though NAV is very financially well off, with an estimated net worth of over 4 million dollars, he feels like he is on E, or empty inside, similar to how a car’s gas gauge points to E when it is empty.
This is a theme echoed throughout his album Good Intentions, most notably in Overdose where NAV says,
