Lil Wayne is referring to Tony Montana, also known as Scarface, an extremely popular movie in the 80s. Many rappers reference Tony Montana in their music, due to the lavish and savage lifestyle he lived.

Since 2004 Lil Wayne has had the moniker “Weezy F Baby”. In this situation it allows him to play into that with the “Fucking most” line.
