As satellites wear down over time, they often are intentionally made to “fall out of orbit and burn up in the atmosphere” during its fall. With this in mind, Joji compares his other half to a falling satellite permanently worn down from the challenges of a long distance relationship. As the relationship rapidly breaks down, the chances of reconciliation and true connection rapidly decline as well.

Alternatively, a process called “orbital decay” is to be kept in mind here. It’s not always that satellites are intentionally taken down. Sometimes, they’ll fall by themselves, as the particles from the Earth’s atmosphere slowly decelerates them. This happened with Sputnik-1, 2 and many other early artificial satellites. This often happens today as result to the satellite running out of propellant, being cut from accessing any way of repairing its orbit from said decay.
If this was an intentional extended metaphor, it could show that the relationship, like a worn-down satellite, was under-maintained or ungently handled, leading to its demise and therefore planned disassembly.

His question of them being “really down” could either be interpreted as him asking whether they still want (are “down”) to continue the relationship despite its certain doom or him, in resignation, asking for confirmation that their relationship is over.

Joji seems to be growing tired of the trials and tribulations of being part of an online long-distance relationship.
Some would suggest the satellites being down is a sign that Joji’s other half no longer wants to connect with him or just that their relationship can’t function without working service (from powerlines, also referenced in the artwork).
